ORLANDO, Fla., June 28 Two Florida counties reached agreements with the Justice Department today to avoid lawsuits over voting rights violations, ending the possibility of a protracted court battle. The consent decrees, filed in United States District Court, require Orange and Osceola Counties to provide certain election information in English and Spanish and sufficient numbers of poll workers who are fluent in both languages. The counties admit no violations or wrongdoing under the agreements. The Justice Department said in May that it planned to sue Orange, Osceola and Miami-Dade Counties after investigators concluded that election officials did not adequately help non-English speakers. Miami-Dade County settled earlier this month, agreeing to hire more poll workers who speak Creole to communicate with Haitian-Americans.
